They're probably looking for safe harbors and places to get water. When the weather gets really bad, they occasional duck into a sheltered harbor.

Officer went to Unalaska and arranged for payment of fine against J. Ford (ord sea) who was in jail there for
violation of Sec. 116 Criminal Code of Alaska, disorderly conduct before ladies. Amount of fine and costs
$27.15, to be paid at pay table on receiving pay for July and August, 1902, to Lieut. F.M. Dumwoody for
transmittal to J.R. Richards, Deputy U.S. Marshal at Unalaska, Alaska.
