One of Pioneer's log entries may possibly refer to a buoy on the breakwater of Port Orford.

The Bell Bouy in that place was there in 1930 and even before... i've added that to geonames and the database.

Not sure about the breakwater though... they usually had lights or beacons on them, and the little breakwater (not changed much in the years) is relatively far from the entrance buoy. Could you share the page for double checking?
