1-Aug-1876
0915 Transferred Major Welling (Qr Gr ?) to US Naval Asylum.

No full stop after Asylum and the next sentence is Engaged scraping ships side. I wonder if that's what sent him there?

According to Annual Report of the Secretary of the Navy - 1845
At the naval asylum in Philadelphia, more than a hundred veteran sailors are enjoying the ample provision wisely reserved for the comfort of their declining years.
Perhaps he had been injured earlier?

Probably Quarter Gunner
