Some of the older ships would sit in foreign ports for several weeks, move to another port, sit there for a few more weeks and then they would return to the first port. As you can guess, desertions and incidents of drunkenness and other forms of rowdy behaviour became very common.

I was thinking how similar this description of ship movement is to my last couple of months: I was moved to another office at work (which is where I have OpenOffice), sat there for a few weeks, came back to my first port Incidents of drunkenness were very common for me But I'm working on finishing July now anyways.

The ship I'm on now is so bad that one sailor wanted to be locked up in the coal bunkers and not in the brig...
