For 8am to noon the state of the weather be symbols appears to be rs.
Given the location and the mention of rain squalls on the events page, the code should probably be rq.
I Typed What I Saw and added a Transcriber Comment.

The Board of survey condemed 3 Bbls of rice (823 lbs) as unfit for issue as part of the Navy ration it being full of Maggots and much eaten by them, it also had a very sour and mouldy smell. Probable cause of deterioration, age. We recommend, that it be turned over to the ship to be used in White wash. Inspected by D Bradford New York 1865.

Or in pollution research.
It would be interesting to know if there is a plastic patch in that area today.

SMOKE-SAIL. A small sail hoisted against the fore-mast when a ship rides head to wind, to give the smoke of the galley an opportunity of rising, and to prevent its being blown aft on to the quarter-deck.
WIND-SAIL. A funnel of canvas employed to ventilate a ship by conveying a stream of fresh air down to the lower decks. It is suspended by a whip through the hatchways, and kept open by means of hoops; the upper part is also open on one side, and guyed to the wind. Ships of war in hot climates have generally three or four of these wind-sails.
PARCEL, To. To wind tarred canvas round a rope.

Dry bulb of 80 and wet bulb of 100.
That is a record. Normally the wet bulb is 'only' about 10 degrees higher than the wet bulb.
