I'm not going to add any more data to the spreadsheet. It's complete from the start of the problem, 24 January until the end of February, UTC.

Randi's contacting Bob again, so we will just have to see what develops from that.

Well, I had an interesting chat with Tech Support. I think I knew this, but the basic hosting plan (which we have) uses Shared Hosting, which allows multiple users to share space on a single server maintained by the hosting provider. Our provider allows unlimited bandwidth on that plan. So, it looks like we're now sharing a server with some bandwidth hogs. I asked if they do any load balancing to compensate for heavy users and he said they do not. Upgrading to a Virtual Private Server (VPS) is an option, but costs more and would probably require more hands-on maintenance and configuration. Changing providers is also an option, but migrating the site is not trivial, and could just encounter the same problem in any case if we stay with the cheaper shared hosting approach.

The forum software update to the latest version appears to have worked, I just need to track down our logo graphic.

With the software update we have lost the fix you made to have the url command open the link in a new tab.
If you have a chance to add that back, I would appreciate it.
