Here is a list of the people that I have encountered so far in the Albatross 1894 logs.  Sorry for not providing links but I assembled this list after the fact.  I included changes in rank - oldest to newest.

I noticed that after discharge, a crew member usually reenlisted at a lower rank and then he was rated back up to his original rank the next day.   Is there any reason why that is happening?

OFFICERS:
Bogert, E. S. - P. A. Surgeon
Eldredge, Houston - Ensign
Fahs, C. M. - Ensign
Fechteler, A. F - Lieut.
Tanner, Z. L. - Commander

We have seen this on a number of ships. Here is Kevin's explanation:
It could be that there is a standard billet list for the ship - in today's merchant marine it is the official manning document that is part of the certificate of inspection. So a ship has to have, say, one master, three mates, 4 ABs and 8 ordinary seamen...  So you hire the only guy you have to fill the OS billet and then promote him to his usual rating and pay. In fact, now that I think about it I sailed on more than one occasion in a billet two levels below grade but was paid my usual rate as chief officer or whatever it was. This was because the person who was supposed to sail as 3rd was not able to make it and I was asked to make a 'pier-head leap' as its called.

Very informative.  Thanks so much, clears up some things for me.

For May 1895, news reports place these people on board for the forthcoming cruise

San Francisco Call 19th May 1895
Fish Commission officials who will go out on the Albatross are Professor Charles H. Townsend, Major A. B. Alexander and R.B. Miller.
and
Lieutenant B. O. Scott, late ordnance officer of the Benninxton, fills the position of executive officer. The same official formerly served on a cruise of the Albatross, and his return to the vessel appeared to meet with general satisfaction.
Ensigns Leigh and Hughes were also ordered to the vessel and went out as watch officers. Engineer Theiss, who was discharged from the Marine Hospital a few days ago, filled the position of chief engineer. Theiss, it will be remembered, is the man who was so badly scalded on the Monterey about a month ago, when one of the pipes broke and flooded the engineroom. The bravery shown by Theiss does not appear to have been forgotten. He deserved the consideration shown at the hand of the Navy Department officials. As the Albatross slowly passed down the bay it was saluted by all of the vessels in the stream.

29 May 1895
Aboard the Albatross are Professors True and Prentiss, representatives of the Smithsonian Institution, who are going north to study the habits of seals while breeding and collect some of the curious mammals which abound in that country.

P.A. Engi Emil Theiss USN reported on board for duty
http://oldweather.s3.amazonaws.com/ow3/final/Albatross/vol025of055/vol025of055_139_1.jpg

Here is a poem I found about his deeds.

THEISS OF THE MONTEREY

When the battle bugles play, And the battle-flags are flying, Mid mad music of the fray, 'Tis not hard for soldiers " dying.

But when none is there to tell Who would crave to dare or die? Who would face the fires of hell " Asking not " nor caring " why?

It was but the other day One there was who knew not fear. On the war-ship, "Monterey," Theiss, the gallant engineer.

His the best and bravest daring; When the war-ship's boiler burst. Not for gain or glory caring. He was in the death-cloud first.

With the bravest volunteer Who has gone his hero's way, Rank him " Theiss, the engineer Of the war-ship, "Monterey.

With his comrades of the crew. Strong of heart and firm of lip. While the death blast round them blew, There they stayed to save the ship.

Of such stuff are heroes made; With a will they worked away; Life was duty, death their trade; But they saved the "Monterey."
Nail our banner to the mast; Of such spirits brave and bold, He was neither first nor last; " We've the metal and the mold !

The USS Monterey was a monitor warship .  From the first trials the boilers were known to be faulty and the shipbuilders took a $30000 reduction to their fees rather than refit the boilers.
He was a respected engineer and eventually rose to the rank of captain working in Mare Island and other shipyards.

Corneils McCarthy enlisted this day as Fireman 1st class, for one year.

While checking the unusual first name spelling I found that this man was awarded the Manila Bay medal a few years later while aboard the USS Concord as a water tender.  He is re enlisting on this date and gets rated as Water Tender the next day.

E.B. Latham is mentioned in this report (https://books.google.co.uk/books?id=HLUPAAAAIAAJ&pg=PA77&lpg=PA77&dq=E+B+Latham+sitka&source=bl&ots=jkM9KPRaNv&sig=l7-jOizUVpZFUFA4Aa1Yj0-BCWM&hl=en&sa=X&ved=0ahUKEwjvnca1q5rQAhXLJsAKHStOBvEQ6AEIHTAA#v=onepage&q=E%20B%20Latham%20sitka&f=false) on earthquakes in Alaska in 1899, seemingly being involved in coast surveying work.

There's also mentions of an M Donaher or M E Donaher in this list of newspaper mentions (http://library.alaska.gov/hist/hist_docs/indexes/Index_to%20_Alaska_Free_Press.pdf), and I think the mentions of him and his companions point to him being a prospector.

A quick bit of googling for the others either brings up nothing relevant, or their names are far too common (lots of N McCarthys out there!).
